MHCLG: Local Government Reorganisation and Stewardship Opportunities
We have two exciting opportunities within the MHCLG local government reorganisation and stewardship divisions that need your help. Your experience and insights will be critical as we work together with the sector and other stakeholders to deliver the government’s ambitious programme of change.

Summary of roles
1. Policy and Area Delivery Team (Priority)
Position Level: G7 x 2
Duration: 12-24 months, starting as soon as possible
Experience: Ideally with direct LGR experience, but candidates with general LG experience are also welcome
Team Integration: Will work as part of the Civil Service team, adhering to all standard information protection requirements.
2. Local Government Stewardship
Position Level: G7
Duration: 12 months, starting as soon as possible
Experience: Local Government strategy and the relationship between the sector, the department and ministers.

Role Details
1. Policy and Area Delivery Team
We are seeking up to two individuals with experience in delivering local government reorganisation to join our team in delivering the Government’s ambitious LGR programme. We are looking for motivated, flexible, and passionate individuals who are eager to work on LGR and collaborate with both central and local government and it might include programme or project managers, strategy managers.
Skills and experience
Knowledge and understanding of the issues, challenges, and opportunities facing local government, including direct experience with LGR.
Experience in strategy, service design and/or programme delivery in a local government context.
An excellent understanding of local government, including its decision-making processes and governance.
Experience of working with politicians.
Ability to see the bigger picture and apply strategic thinking, especially during times of change.
The ability to creatively source evidence and develop solutions to complex problems where there may be competing interests or incomplete information.
Excellent stakeholder management skills, with the ability to build collaborative and trusted working relationships with senior internal and external stakeholders.
Excellent oral and written communication skills, including the ability to convey detailed information succinctly and clearly.
A track record of demonstrating resilience and flexibility under pressure, with the ability to adapt to rapidly changing circumstances.
Proven ability to balance competing demands while remaining focused on delivering high-quality outputs.
Excellent organisational skills, demonstrating attention to detail.

2. Local Government Stewardship
If you are considering this role, you know that local government is a critical foundation for life in Britain today, providing vital services, strengthening communities and driving growth. Close partnership working between central and local government is critical to achieving national missions and local ambitions.
The Local Government Stewardship division is responsible for the day-to-day management of the responsibilities that MHCLG ministers and our Permanent Secretary have for the overall health of local government. We uphold the best value framework and ensure that councils are fit, legal and decent, with appropriate governance and good quality services for their residents.
We seek to spot issues in councils early and work closely with the LGA and other departments to support places which are facing difficulties. In the most extreme cases we manage the process of government intervention, supporting commissioners, envoys, or other forms of support.
For our team to be able to do its job well, we need a really rich and deep understanding of local government as it is today, and so we are seeking to appoint a secondee for 12 months from a council who wants to come in and work with us across that full range of responsibilities.
We are happy to design the role in detail with the person appointed, but we would expect you to:
Spend time on the ground in an intervention supporting the process of recovery
Spend time working on policy advice for ministers both about individual cases and the overall system
Support our cross-government work and joint work with the LGA on identifying local authorities who may be at risk of failing due to weaknesses in governance, service delivery or financial management.
